DOUGLAS COUNTY SHERIFF’S SEARCH AND RESCUE EQUIPMENT ISSUANCE CRITERIA

Preface
Equipment and other resources available to and used by Douglas County Sheriff’s Search and Rescue (DCSAR) are limited. The distribution of resources must be accomplished in such ways to optimize DCSAR’s operational effectiveness and to provide the highest possible level of service to the public we serve.
 
GOAL:
To distribute equipment in the most consistent, equitable and effective manner to ensure that Douglas County Sheriff’s Search and Rescue can carry out its responsibilities and provide service to the public in the most effective and efficient manner possible.
 
APPLICABILITY:
These criteria apply to DCSAR’s issuance and/or assignment of any and all equipment, devices, instruments, clothing, items, tools, goods, or other material owned by Douglas County Sheriff’s Search and Rescue, Inc., Douglas County Sheriff’s Department (DCSO), Douglas County or other entities. This does not include items personally owned by individual DCSAR members.
 
CRITERIA:
The criteria set forth below are ranked in order of priority. Consideration should be made to all relevant criteria in order of priority in determining what resources are issued/assigned and to whom.
 
1. Proper level of training to use the resource
a. Documented training needed to use the resource, and
b. Demonstrated ability to use the resource
2. Physical ability to use the resource
3. Operational need for the resource
a. Individual’s operational position (e.g., Operations Leader, Team Leader, Rescue Technician in specific resource related discipline, etc.) requires use of the resource
b. Individual’s general or typical incident operation assignments require use of the resource
4. Demonstrated level of response/participation
a. Demonstrated level of response/participation in resource related incidents
b. Demonstrated level of participation in resource related training
c. Demonstrated level of response/participation in overall DCSAR incidents
d. Demonstrated level of participation in overall DCSAR training
e. Priority levels for above demonstrated participation
i. First priority – 75% and above response/participation
ii. Second priority – 50% to 74.9% response/participation
iii. Last priority – under 50% response/participation
